Agile-at-scale only works if senior leaders change behaviour: trust teams to make decisions, fund outcomes not projects, accept failed experiments as data, rely on iteration over big upfront plans, celebrate learning over compliance. Without this shift at the top, the frameworks below become bureaucratic rituals performed by frustrated engineers.
